Public Service Media on New Foundations

The Social, Institutional and Digital Conditions of Public Service Media

This policy study examines three interrelated dimensions of the renewal of Hungarian public service media: the institutionalisation of their relationship with society, the safeguards of independence and accountability, and the conditions for fulfilling the public service remit in the digital environment. It starts from the premise that, in the digital age, public service cannot be described solely in terms of institutional status or the production of specific types of content. The public service remit of public service media can be fulfilled in a trustworthy manner only if they can maintain lasting, mutual and trustworthy relationships with different groups in society. Proceeding from this relational approach, this article draws some regulatory conclusions concerning the regular assessment of social needs and the incorporation of feedback, the strengthening of institutional autonomy, as well as technological autonomy, digital prominence and public service recommender systems.
